Sergeant Rick Wagner (Ret), Garden Grove PD

Sgt. Rick WagnerRick lived in Norco, CA – HORSETOWN USA for the past 15 years and was a Sergeant with the Garden Grove Police Department in Garden Grove, CA. Professionally; he had been with the Garden Grove Police Department (GGPD) for 33 years. Rick retired as a Sergeant at the end of 2013, but he remained on the GGPD Mounted Enforcement Unit as a Master Reserve Officer until February 2015 upon moving to Bryan, TX. During this career he has worked as a Patrol Officer, K-9 Officer, Field Training Officer, Corporal, Narcotics Investigator, Homicide Investigator, Investigator on a FBI Joint Terrorism Task Force, Mounted Officer/Corporal, and Sergeant.

As Sergeant, he was assigned to the patrol division. In addition, he also supervised the Mounted Enforcement Unit (MEU), Terrorism Liaison Officer (TLO) Program, Resort Services Unit and the Orange County Mental Health Program. The GGPD MEU is part of the Orange County Regional Mounted Enforcement Unit (OCRMEU), which is a multi agency collaborative effort between the Anaheim PD, Buena Park PD, GGPD, Santa Ana PD, Newport Beach PD, Huntington Beach PD and the Orange County Sheriff’s Department. Rick has worked Mounted assignments throughout Orange County as part of this unit. Those assignments include civil unrest, Angels and Ducks games, Concerts at Anaheim Stadium, Halloween Haunt, Presidential Protection Details and various festivals and events.

Rick is also a California POST (Peace Officer’s Standards & Training) Certified Mounted Instructor. Rick has instructed at two Basic Police Mounted Schools hosted by OCRMEU, five Police Mounted Schools hosted by CMOA, OCRMEU monthly trainings, and a Sheriff Mounted training in Los Angeles County. He has assisted the new departments of Newport Beach PD MEU start up in 2013 and Huntington Park PD MEU and Huntington Beach PD MEU start up in 2014.

He has lectured nationally and internationally on a variety of topics to a large cross section of people. Equine specifically he has lectured to the California Mounted Officers Association, Norco High FFA, Norco Mounted Posse, Norco Horsemen’s Association, and the Norco Junior Horsemen’s Association on Mounted Police work and how police horses are trained.

Rick is a founding and was a current member (Until February 2015 upon moving to Bryan, TX) of the Norco Animal Rescue Team (NART), which is operated under the direction of the CalFire/Riverside County Fire Department. His years of experience and training have enabled him to be entrusted as a Team Leader in Rescue operations in wildfires and rescues throughout Southern California. NART has conducted numerous technical animal rescues including two helicopter lifts with an Anderson Sling.

Rick has served with the California State Horsemen’s Association for a number of years. Eight years as Vice President of Region 11 (Riverside County). He also served a two-year term as President of Region 11. On the state level he served a one year term as State 1st Vice President in 2011. He has also served as a Member at Large on the CSHA State Trail Trials Committee in 2008, & 2011-2014. In 2009 and 2010 he has served as the Vice Chairman of the CSHA State Trail Trials Committee.

Rick has been competing in CSHA Trail Trials for 11 years and was also the 2014 Region 11 Trail Trial Chairman again for the fourth year in a row. He participates as an obstacle judge at Trail Trial events, hosts Trail Trial clinics, and in July 2009 became a CSHA Licensed Trail Trials Senior Judge. His personal accomplishment in Trial Trials was obtained in 2008 when he won State Champion in CSHA Trail Trials, Intermediate Division, 18-49 years old. Rick was inducted to the Horsetown USA Hall of Fame due to his 2008 State Championship win. In 2009 Rick was the Chairman for the CSHA Trail Trials State Championship Event. In 2013 Rick was the Senior Judge at the CSHA Trail Trials State Championship Event.

Rick has served three years on the California Mounted Officers Association - Board of Directors and has served as Secretary two of those three years. Rick has one year remaining on his board position which ends in December 2015. Rick was the Chairman the 2012 CMOA Annual Conference in Norco and the 2014 CMOA Annual conference in Newport Beach.

In 2014, Rick was the facilitator of the CMOA Basic Mounted Patrol Class, Advanced Mounted Patrol Class, and Instructor Development Class which were held in Horsetown USA – Norco, CA. These three classes brought about 100 mounted officers and instructors into Norco for 5 days September 5th – 9th, 2014.

Rick has served on the City of Norco - City Charter Drafting Committee & the City of Norco - City Managers Law Enforcement Review Ad-Hoc Committee. Rick has served on the Norco Horsemen’s Association Board of Directors for 4 years and served as Vice President under President Berwin Hanna for two years. Rick additionally served on the Norco Fair Committee as a board member and security chairman for the past four years.

Rick currently lives in Bryan, Texas with his wife Sharon. His daughter Rachel attends Texas A&M.
